If FarmVille Birthday Quest is not available on your Farm yet!!
Here is the solution found by me ( RedDragon )

Complete your other Quest first Its Important
If your Crafting Quest is on Level 1 or 2 Complete those levels
Then your Birthday Quest Will Appear as soon as you complete your Crafting Quest II :)
